of this section is to direct attention to political action items
affecting the horse community on the local, state and national level,
with a special emphasis on trails access, zoning issues, and
preservation of the rights of equestrians and ranch property owners. Do

Proposed amendment to include
equestrians in the Safe,
Accountable, Flexible and Efficient Transportation Equity Act (SAFETEA)
needs your support
The House of representatives and the Senate
have passed federal highway funding legislation, called the Safe,
Accountable, Flexible and Efficient Transportation Equity Act or
SAFETEA. SAFETEA also contains the authorization for funds for the
Recreational Trail Program (RTP). Under current federal
transportation law, equestrians are not included in the definition
of allowable activities on "shared use paths." Some land
managers have used this exclusion to deny access to equestrians,
though that was never the intent of the federal government. The
Senate legislation solves this problem by a proposal to contain
Equestrians in the bill.
The American Horse Council is calling on the
Equestrian community to fax letters to California House and
Congress members to amend the bill to include Equestrians in the
definition of allowable activities on "shared use paths"
in the federal transportation law. Please see the AHC
